RELATIONS

Bilateral relations between Ukraine and the Kingdom of Morocco

1.Recognition of Ukraine: December 30, 1991.

2.Establishment of diplomatic relations: June 22, 1992.

3.Political relations:

2003 – meeting at the level of Heads of State on the sidelines of international multilateral meetings.

2017 – meeting of the First Deputy Chairman of the Verkhovna Rada of Ukraine with the Deputy Chairman of the House of Representatives of the Kingdom of Morocco (Kyiv).

21-23.05.2023 – working visit of the Minister of Foreign Affairs of Ukraine Dmytro Kuleba to the Kingdom of Morocco.

Since the establishment of diplomatic relations, 10 rounds of political consultations have been held between the Ministries of Foreign Affairs of both countries.

On June 6, 2023, the first inaugural meeting (in online format) of the parliamentary group of the Verkhovna Rada of Ukraine on inter-parliamentary relations with the Kingdom of Morocco and the parliamentary friendship group “Morocco-Ukraine” in the Chamber of Councilors of the Kingdom of Morocco took place.

4.Trade and economic cooperation: 

Morocco is one of the top five importers of Ukrainian goods and exporters of its goods to Ukraine among African countries.

In 2021 the volume of trade in goods amounted to 607,283 million USD, including Ukrainian exports to Morocco – 482,764 million USD (+29%) and imports of Moroccan goods to Ukraine – 124,519 million USD (+35%), positive balance – 358,245 million USD.

Main items of Ukrainian exports to Morocco are cereals (55%), residues and wastes of the food industry (11,7%), ferroalloys and rolled steel (9,5), plastics (4,4%), tobacco (3,8%).

In 2021 the volume of trade in services amounted to 22,356 million USD: Ukrainian exports of services amounted to 22,123 million USD and imports of Moroccan services to Ukraine amounted to 0,233 million USD, positive balance – 21,4 million USD. The main export services by Ukrainian companies are travel services (98%), as well as telecommunications services, computer and information services (0,8%), transport services (0,3%) and business services (0,3%).

5.Legal framework: legale base of bilateral relations consists of 16 bilateral documents among which the key ones are: trade agreement, agreement on promotion and mutual protection of investments, convention on avoidance of double taxation, agreement on cooperation in the field of tourism.

6.Public diplomacy: 

There are more than 20 agreements on cooperation between higher education institutions of the two countries.

Moroccan students in Ukraine constitute the second largest foreign student community and the first largest student community from Arab and African countries.

7.Regional cooperation:

In 2017 the Agreement on trade, economic, scientific, technical and cultural cooperation between the Zaporizhia Regional State Administration and the Council of the Oriental Region of the Kingdom of Morocco was signed.

In 2019 the Agreement on Partnership and Cooperation between Odessa and Marrakesh was signed.

8.Ukrainian community: The Ukrainian community in Morocco numbers over a thousand people. Most citizens of Ukraine live in Rabat and Sale, as well as in Casablanca, Fes, Agadir, Marrakech and Oujda.

The non-governmental organization Ukrainian Association “Oukraina” operates in Casablanca, Morocco.

Since 2020, there is an online Ukrainian language school, which enrolls more than 40 children.

9.Diplomatic mission of Ukraine: The Embassy of Ukraine in the Kingdom of Morocco was opened in Rabat in 2000.
