Bilateral relations between Ukraine and the United Arab Emirates

1. Recognition of Ukraine: January 2, 1992.

2. Establishment of diplomatic relations: October 15, 1992.

3. Political dialogue:

2003, 2009, 2012, 2015, 2017 and 2021 – official/working visits of the Presidents of Ukraine to the UAE.

2004, 2009, 2012 and 2020 – official/working visits of the Ministers of Foreign Affairs of Ukraine to the UAE.

May 18-19, 2011 – official visit of the Minister of Foreign Affairs and International Cooperation of the UAE Sheikh Abdullah Al Nahyan to Ukraine.

April 13, 2020 – telephone conversation between the President of Ukraine Volodymyr Zelenskyy and the Crown Prince of the Emirate of Abu Dhabi Mohammed Al Nahyan.

04.03.2022, 30.03.2022, 18.05.2022, 17.10.2022 and 19.01.2023 – telephone conversations between Presidents of Ukraine and the UAE.

April 2020,  July 2021, March 2022, August 2022 – telephone conversations between Ministers of Foreign Affairs of Ukraine and the UAE.

22.09.2022 – meeting of the Ministers of Foreign Affairs of Ukraine and the UAE during UN General Assembly.

06-09.03.2023 – visit of the First Lady of Ukraine Olena Zelenska and the First Vice Prime Minister – Minister of Economy of Ukraine Yulia Svyrydenko to the UAE.

10.06.2023 – visit of the UAE Minister of Climate Change and Environment Mariam Almheiri to Ukraine.

4. Interparliamentary cooperation:

The Interparliamentary Relations Groups with the UAE has been formed in the Verkhovna Rada of Ukraine as well as the Interparliamentary Relations Groups with Ukraine has been formed in the Federal National Council of the UAE.

On March 10, 2021, the first online meeting of the Interparliamentary Relations Groups of the Verkhovna Rada of Ukraine and the UAE Federal National Council took place.

11.03.2023 – meeting of the First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Kornienko with the Chairman of the Federal National Council of the UAE Saqr Ghobash within the framework of the 146th Assembly of the Inter-Parliamentary Union (Manama, Bahrain).

5. Legal framework:

Ukraine and the UAE have concluded 36 bilateral documents, including 13 intergovernmental agreements, as well as 23 interdepartmental agreements and memoranda.

6. Trade and economic cooperation between Ukraine with the UAE:

The total volume of trade in goods between Ukraine and the UAE in 2021 amounted to USD 616,2 million. The export of goods from Ukraine to the UAE amounted to USD 530,8 million (+20.9% compared to 2020). Import of goods from the UAE to Ukraine amounted to USD 85,4 million (+40.1%). The positive balance of trade for Ukraine amounted to USD 445,3 million.

7. Association of Ukrainians:

Approximately 25 000 Ukrainians live on the territory of the UAE. In 2016, the Ukrainian weekend school “Sofia” was opened in Dubai and in 2019 the school “Divosvit” was opened in Abu Dhabi.

The non-government organization “Ukrainian Women’s Initiative” is also active in the UAE.

8. Diplomatic mission of Ukraine in the UAE: Embassy of Ukraine in the United Arab Emirates.

  • 100 million dollars of humanitarian aid (October 2022).
  • 14 tons of humanitarian aid, which includes blankets, led bulbs, and personal care supplies (March 2023).
  • 550 tons of relief supplies, which include, 2520 generators and 6 ambulances.
  • 4 million dollars of humanitarian aid (March 2023).[312]
