Oplot is one of the militias that is attempting to assert control over the Donetsk and Luhansk regions of Ukraine. In April, its members occupied the Donetsk city council building, and the militia pushed for the holding of a “referendum” on the territorial status of the Donetsk Region. Oplot is being designated because it is responsible for or complicit in, or has engaged in, actions or polices that undermine democratic processes or institutions in Ukraine, and actions or polices that threaten the peace security, stability, sovereignty, or territorial integrity of Ukraine.
